In view of the special legislation on preventing and combating the effects of the COVID19 epidemic, and the epidemiological situation communicated by the authorities, participation is conditional on the fulfilment of some usual anti-epidemiological requirements (e.g. the participant does not have specific symptoms or signs and is not known to be suffering from an infectious disease with possible transmission by direct contact or by air or digestive route) but also additional, specific ones related to COVID19, according to the provisions of Government’s Decision (GD) 932/2021 as amended by GD 990/2012 – namely, those in Annex 3, points 28-30^1.

Thus, depending on the cumulative incidence of COVID19 per 14 days, per 1000 inhabitants, calculated according to the law and communicated by the authorities, in the county / muncipality where the conference takes place, participation in the conference can be as follows:

  1. At an incidence higher than 6 – only vaccinated persons for whom 10 days have passed since the completion of the scheme, as no minimum areas, no maximum numbers of participants etc. are imposed.
  1. At an incidence greater than 3 and less than or equal to 6 – only persons who are vaccinated and 10 days have passed since the completion of the scheme OR have a negative result of an RT-PCR test for SARS-CoV-2 infection not older than 72 hours OR have a certified negative result of a rapid antigen test for SARS-CoV-2 infection not older than 48 hours OR are between the 15th day and the 180th day after confirmation of SARS-CoV-2 infection, and there must be no more than 150 people in the room, each with a minimum of 2 square meters, with the obligation to wear a mask and to respect the general rules established by Order of the Ministry of Health (hand hygiene, social distance, movement circuits and lanes – details will be communicated and posted at the venue.)
  1. At an incidence greater than 2 and less than or equal to 3: No more than 150 people in the room, a minimum of 2 square meters per person must be ensured, with the obligation to wear a mask and to observe the general rules established by Order of the Ministry of Health (hand hygiene, social distance, movement circuits and lanes – details will be communicated and posted at the venue). Proof of vaccination or history of COVID19 or negative COVID19 tests are not required.
  1. At an incidence less than or equal to 2: No more than 300 people in the room, a minimum of 2 square meters per person must be ensured, with the obligation to wear a mask and to observe the general rules established by Order of the Ministry of Health (hand hygiene, social distance, movement circuits and lanes – details will be communicated and posted at the venue). Proof of vaccination or history of COVID19 or negative COVID19 tests are not required.

Notes: Proof of fulfilment of the condition of having been vaccinated, tested or having a history of COVID19 in the last 180 days, mentioned in points 1 and 2 respectively, shall be provided by means of a European Union digital certificate on COVID-19, in accordance with the provisions of Government’s Emergency Ordinance No. 68/2021 on the adoption of measures for the implementation of the European framework for the issuance, verification and acceptance of the European Union digital certificate on COVID to facilitate free movement during the COVID-19 pandemic, as subsequently amended and supplemented. Other evidence shall not be accepted, except in the case of individuals from countries whose authorities do not issue European Union digital certificates on COVID-19 or documents compatible with these certificates, in which case proof shall be provided by means of a document, in paper or electronic format, attesting to vaccination, testing or cure from SARS-CoV-2 infection, in accordance with the legislation of the country in which the document was issued.”

Article 1

In accordance with Article 5 paragraph (3) letter a) of Law no. 55/2020 on some measures to prevent and combat the effects of the COVID-19 pandemic, as amended, the following measures are established:

1. in order to prevent the spread of SARS-CoV-2 infections, the organisation and holding of rallies, demonstrations, processions, concerts or other types of meetings in open spaces, as well as meetings of cultural, scientific, artistic, sports or entertainment nature in closed spaces shall be prohibited, with the exception of those organised and held according to items 2-34;

28. it is allowed to organize conferences with a maximum number of 300 participants indoors, with the provision of a minimum area of 2 square meters per person, wearing a protective mask, and in compliance with the public health rules set out in the order of the Ministry of Health, if the cumulative incidence per 14 days in the county / municipality is less than or equal to 2/1,000 inhabitants;

29. it is allowed to hold conferences with a maximum number of 150 participants indoors, with the provision of a minimum area of 2 square metres per person, wearing a protective mask and in compliance with the public health rules set out in the order of the Ministry of Health, if the cumulative incidence per 14 days in the county / munciipality is greater than 2/1,000 inhabitants and less than or equal to 3/1,00 inhabitants;

30. it is allowed to hold conferences with more than 300 participants indoors, with the provision of 2 square meters per person, if all persons are vaccinated against SARS-CoV-2 and for which 10 days have passed since the completion of the full vaccination scheme;

30^1. it is allowed to hold conferences with a maximum number of 150 participants indoors, with the provision of a minimum area of 2 square meters per person, with the wearing of a protective mask and in compliance with the public health rules set out in the order of the Ministry of Health, if the cumulative incidence per 14 days in the county / municipality is greater than 3/1,000 inhabitants and less than or equal to 6/1,000 inhabitants. Participation is allowed only for persons who are vaccinated against SARS-CoV-2 and for whom 10 days have passed since the end of the complete vaccination scheme with a negative result of an RT-PCR test for SARS-CoV-2 infection not older than 72 hours or a certified negative result of a rapid antigen test for SARS-CoV-2 infection not older than 48 hours, respectively persons who are between the 15th day and the 180th day after confirmation of infection with SARS-CoV-2;”
